The Health Insurance Portability and Accountability
Act (HIPAA) of 1996 (P.L. 104-191) was enacted on August 21,
1996 by the 104th Congress. The Act was designed to “amend
the Internal Revenue Code of 1986 to improve portability and
continuity of health insurance coverage in the group and individual
markets, to combat waste, fraud, and abuse in health insurance
and health care delivery, to promote the use of medical savings
accounts, to improve access to long-term care services and
coverage, to simplify the administration of health insurance,
and for other purposes.”
All of the BHG member boards and providers are considered
covered entities under HIPAA, and as such, are required to
meet many stringent requirements for patient privacy, billing
and information security. BHG has taken a leadership role
in researching these complicated and technical requirements
and has developed seminars, videos, policies, procedures,
notices and assessments to assist our boards and agencies
in gaining compliance with these challenging regulations.
